Generally, the Freedom of Information Act (FOIA), provides that any person has the right to request access to federal agency records or information. Federal agencies are required to disclose records upon receiving a written request for them, there are exceptions, such as national security.  

Typically, a FOIA request is one of the first steps in obtaining immigration relief (such as permanent residency).  FOIA will allow you to inspect your immigration records in order to better prepare you to seek relief.
